Hon Eva Birungi is officially throwing her hat in the ring for the position of Speaker for Kampala Central. At a time when the city needs strong, visionary, and people-centered leadership, it is evident that Hon Eva Birungi possesses the qualities required to serve with distinction.
Hon Eva Birungi is a woman of many roles—mother, wife, businesswoman, and politician—balancing each with dedication and purpose. As a multipreneur, she is actively engaged in labor placement services as well as farming, combining both internal and external business ventures. With her head office based in Kampala, her entrepreneurial footprint extends across several districts, including Luwero, Rubirizi, and Mubende, a testament to her strong and trusted brand.
As a leader, Hon Eva Birungi believes in “walking the talk.” She has practically embraced the Presidential initiatives, particularly the 4-acre model. Her farm stands as a model of productivity and sustainability, with two acres dedicated to mangoes, one acre to matooke, and one acre to pasture for livestock. She manages 20 cows and 10 sheep, alongside five acres of planted trees at her upcountry home. Her farm is not just a source of livelihood but a hub of activity and learning.
Beyond her personal efforts, Hon Eva Birungi is deeply committed to community empowerment. She has mobilized farmers in her home area to form savings groups, encouraging a culture of financial discipline, mutual support, and shared learning. Through these initiatives, she continues to uplift communities and promote resilience among local farmers.
Her political journey began in 2006, when she served on the Youth Council in Kololo. During the same period, she held the position of Secretary for Female Affairs in Kampala Central and was elected Woman Councilor representing Kololo II, III, and IV—a role she served in from 2006 to 2016. This early experience laid a solid foundation for her leadership career.
Since 2016, Hon Eva Birungi has served as the NRM Women’s League Chairperson for Kampala Central, where she has played a key role in advancing women’s empowerment and strengthening party mobilization.
Her leadership was instrumental in the NRM’s success in the 2025–2026 elections in Kampala Central. Through a grassroots mobilization campaign known as Kakuyege of NRM Vote, under the mission “Kampala Central for NRM,” she served as the Chief Head of the Task Force. Under her coordination, the team achieved significant victories, including securing the presidential vote for H.E. Yoweri Kaguta Museveni.
The elections also saw Hajat Minsa win the Member of Parliament seat for Kampala Central on the NRM ticket, defeating NUP’s Lewis Lubongoya. Hon Salim Uhuru was elected Mayor, and the NRM secured 34 out of 39 councilor seats—Hon Eva Birungi being one of them. Building on this strong mandate, she now seeks to serve as Speaker for Kampala Central for the 2026–2031 term.
In her manifesto, Hon Eva Birungi outlines a clear vision centered on a community-driven agenda, grassroots mobilization, environmental stewardship, and empowerment of residents. She is committed to leading campaigns on proper garbage disposal and recycling, addressing one of the city’s most pressing challenges.
She prioritizes urgent urban reforms, expansion of economic opportunities, and improved governance. Her plans include developing a vibrant night-time economy, promoting sports and recreational activities, and strengthening oversight and accountability in public projects.
Hon Eva Birungi also emphasizes the need to safeguard public assets, enhance accountability mechanisms, and champion justice and equity, particularly for the urban poor and business community. She pledges to ensure proper waste management and fair compensation for affected communities in times of public projects or disruptions.
Furthermore, she advocates for transformative political, economic, and social reforms. Her agenda includes strengthening state institutions, promoting electoral credibility, and implementing firm anti-corruption measures to rebuild trust and efficiency in governance.
Her vision is clear—a well-structured, inclusive, and vibrant Kampala Central Council that works for all.
